LGBT Pride Month at The White House

This evening, President Obama spoke to LGBT grassroots and community leaders, youth champions and advocates from around the country at a White House event to observe LGBT Pride Month.  Gay, Lesbian, bisexual, Transgender and allies that have been working in their neighborhoods, towns and states to bring about equality. 

As the President said:

But I think it's important for us to note the progress that's been made just in the last two and a half years.  I just want everybody to think about this.  (Applause.)  It was here, in the East Room, at our first Pride reception, on the 40th anniversary of the Stonewall riots, a few months after I took office, that I made a pledge, I made a commitment.  I said that I would never counsel patience; it wasn’t right for me to tell you to be patient any more than it was right for folks to tell African Americans to be patient in terms of their freedoms.  I said it might take time to get everything we wanted done.  But I also expected to be judged not by the promises I made, but the promises I kept.

President Obama on Our Economy and the Debt Limit: “Now is the Time to Go Ahead and Make the Tough Choices”

In his press conference this morning, the President took questions on anything the White House press corps could think of, but his primary argument was on the economy, the deficits, and the consequences of Congress not acting and allowing America to default on its debt.  He made clear that while he continues to work on everything from streamlining regulations to getting capital to small business, there are things Congress can do right now to grow the economy and create jobs – including putting construction workers back to work rebuilding our country, passing into law trade agreements that will increase exports and create jobs and coming to an agreement to reduce the deficit. As he explained, reducing our deficits has to be done in a fair and balanced way, and that means those in Congress who are looking only at cutting core priorities like education and medical research and cutting Medicare benefits for seniors while excluding even the most egregious tax loopholes for special interests and the very wealthiest Americans need to come to the table:

On Closing Tax Loopholes for Millionaires and Billionaires: 

There’s been a lot of discussion about revenues and raising taxes in recent weeks, so I want to be clear about what we’re proposing here.  I spent the last two years cutting taxes for ordinary Americans, and I want to extend those middle-class tax cuts.  The tax cuts I’m proposing we get rid of are tax breaks for millionaires and billionaires; tax breaks for oil companies and hedge fund managers and corporate jet owners. 

It would be nice if we could keep every tax break there is, but we’ve got to make some tough choices here if we want to reduce our deficit.  And if we choose to keep those tax breaks for millionaires and billionaires, if we choose to keep a tax break for corporate jet owners, if we choose to keep tax breaks for oil and gas companies that are making hundreds of billions of dollars, then that means we’ve got to cut some kids off from getting a college scholarship.  That means we’ve got to stop funding certain grants for medical research.  That means that food safety may be compromised.  That means that Medicare has to bear a greater part of the burden.  Those are the choices we have to make.

So the bottom line is this:  Any agreement to reduce our deficit is going to require tough decisions and balanced solutions.  And before we ask our seniors to pay more for health care, before we cut our children’s education, before we sacrifice our commitment to the research and innovation that will help create more jobs in the economy, I think it’s only fair to ask an oil company or a corporate jet owner that has done so well to give up a tax break that no other business enjoys.  I don’t think that’s real radical.  I think the majority of Americans agree with that.

President Obama Nominates Two to the United States District Court

WASHINGTON- Today, President Obama nominated Thomas Owen Rice and Judge David Ogden Nuffer to United States District Court judgeships.
 
“I am honored to nominate these distinguished individuals to serve on the United States District Court bench,” said President Obama.  “They have both demonstrated an unwavering commitment to justice throughout their careers, and I am confident they will continue to serve the American people with integrity.”
 
Judge David Ogden Nuffer:  Nominee for the United States District Court for the District of Utah
Judge David Ogden Nuffer is a United States Magistrate Judge for the District of Utah, a position he has held on a full-time basis since 2003 and held on a part-time basis from 1995 to 2003.  From 1979 to 2002, he was a named partner at Snow Nuffer (formerly known as Snow, Nuffer, Engstrom, Drake, Wade, and Smart), where his practice focused on civil litigation, real estate development, and representation of local municipalities.  Judge Nuffer served as the President of the Utah State Bar from 2000 to 2001.   He received his J.D. cum laude in 1978 from the J. Reuben Clark Law School and his B.A. cum laude in 1975 from Brigham Young University.  
 
Thomas Owen Rice:  Nominee for the United States District Court for the Eastern District of Washington
Thomas Owen Rice serves as an Assistant United States Attorney for the Eastern District of Washington, a position he has held since 1987.  Rice has served as the First Assistant United States Attorney since 2006 and previously was Chief of the Criminal Division from 2003 to 2006 and Deputy Chief of the Criminal Division from 2000 to 2003.  From 1986 to 1987, Rice worked as a Trial Attorney in the Tax Division of the United States Department of Justice.  In 1986, he was a law clerk at the law firm of Delay, Curran, Thompson & Pontarolo.  Rice received his J.D. magna cum laude in 1986 from Gonzaga University School of Law and his B.B.A. in 1983 from Gonzaga University.

Good morning everyone. 

Thank you, Andrea, for that kind introduction and for all you do for our country. I am thrilled to be here with all of you today as Second Lady, and also as a proud Blue Star mom.

I’d like to thank the Joint Chiefs of Staff, as well as the senior enlisted advisors and their spouses for their outstanding leadership.  

I’d also like to acknowledge Admiral and Deborah Mullen for their incredible commitment to our Nation’s military families.  We are all grateful to you both – and Deborah, you are a wonderful example of our amazing  military spouses around the globe.

And finally, I’d like to thank our guests of honor, the extraordinary military spouses and families who are here with us today. 

All of us – the business representatives, the military leaders, and the officials from the Chamber of Commerce – all of us are here today because of you.

Over the past two and a half years, the First Lady and I have been honored to meet many military spouses and we have been so inspired by your amazing stories. We have been struck by your strength, your commitment to our country and the strong examples you set for your families, your workplaces, and your communities.

We’re here because we know how much you have to offer – your skills, your work ethic, and your endless energy. 

And we also know about the sacrifices you make – running your households and raising your kids all alone through those long deployments, often while maintaining fulltime jobs of your own.

Every day, our military spouses are giving back to this country.  When their loved ones are called to serve, they serve right alongside them. 

Now we must serve them as well as they serve us.

That’s why, earlier this year, the First Lady and I launched Joining Forces – a nationwide campaign to rally all Americans to recognize, honor and support our military families. 

Groups, individuals, and businesses like those here today are joining forces in areas of employment, education and wellness to help military families.  Companies and organizations like the Chamber, the PTA, the YMCA, the American Heart Association and many others have stepped up with exciting programs to support these families.

We’re Joining Forces with cities and states, encouraging them to adopt policies that help military families. 

We’re Joining Forces with the American people – as neighbors, colleagues, classmates, and community members – urging them to step up and give something back to the military families who’ve given us so much.

And we’re Joining Forces with the federal government and with businesses across the country to improve employment prospects for military families.

Over the past year, the Obama-Biden Administration has been working to implement nearly 50 specific commitments by the federal government to improve the lives of military families – everything from protecting families from financial scams, to improving education for military kids and spouses, to fighting to end homelessness among veterans. 

One of those priorities is to develop career and educational opportunities for military spouses.

And today, with this new Military Spouse Employment Partnership, we are taking a major step forward in achieving that goal. 

I am thrilled that we have 57 companies involved in this partnership, and I’m delighted that 15 more companies have just signed on. 

And I’d like to acknowledge the work of the Chamber of Commerce to support these efforts. 

From sponsoring hiring fairs for veterans and spouses, to creating a mentoring program for 10,000 military wives and servicewomen, to hosting us here today, this organization is playing an important role, and we are all grateful for your support.   

And in the coming months and years, I hope that companies and organizations across America will follow your lead. 

Because the fact is, if you’re looking for hard-working, highly-skilled, educated, and dedicated employees, our military spouses are precisely the employees you need.

So once again, I want to thank the U.S. Chamber of Commerce and all the companies represented here today for their leadership. 

The First Lady and I look forward to working with all of you in the months and years ahead.

Commerce Department’s U.S. Census Bureau Announces Management and Structural Reforms that will Improve Efficiency and Cut Costs

Today, the Commerce Department’s U.S. Census Bureau announced the first realignment of its national field office structure in 50 years and management reforms that will improve efficiency, reduce costs and enhance data quality. The changes will take place gradually over the next 18 months and reduce the number of regional offices from 12 to six, saving an estimated $15 million to $18 million annually beginning in 2014. 

Increasing efficiency, cutting waste and reforming Washington has been a priority for the Obama Administration since day one, and this consolidation supports the administration’s ongoing effort to make government more efficient, effective and accountable to the American people. It also builds on the work of Census Bureau Director Robert Groves and his management team in bringing in the 2010 Census on time and 25 percent under budget, saving nearly $1.9 billion.

The National Strategy for Counterterrorism, found here, http://www.whitehouse.gov/sites/default/files/counterterrorism_strategy.pdf formalizes the approach that President Obama and his Administration have been pursuing and adapting for the past two and half years to prevent terrorist attacks and to deliver devastating blows against al-Qa’ida, including the successful mission to kill Usama bin Laden.

Rather than defining our entire national security policy, this counterterrorism strategy is one part of President Obama’s larger National Security Strategy, which seeks to advance our enduring national security interests, including our security, prosperity, respect for universal values and global cooperation to meet global challenges.

This Strategy builds upon the progress we have made in the decade since 9/11, in partnership with Congress, to build our counterterrorism and homeland security capacity as a nation.  It neither represents a wholesale overhaul—nor a wholesale retention—of previous policies and strategies.

Threat—This Strategy recognizes there are numerous nations and groups that support terrorism to oppose U.S. interests, including Iran, Syria, Hezbollah and HAMAS, and we will use the full range of our foreign policy tools to protect the United States against these threats.

However, the principal focus of this counterterrorism strategy is the network that poses the most direct and significant threat to the United States—al-Qa’ida, its affiliates and its adherents.

  • Al-Qa’ida has murdered thousands of our citizens, including on 9/11. 
     
  • Al-Qa’ida affiliates—groups that have aligned with al-Qa’ida—have attempted to attack us, such as Yemen-based al-Qa’ida in the Arabian Peninsula’s (AQAP) failed attempt to bomb a Detroit-bound airliner on December 25, 2009.
     
  • Al-Qa’ida adherents—individuals, sometimes American citizens, who cooperate with or are inspired by al-Qa’ida—have engaged in terrorism, including the tragic slaughter of our service members at Fort Hood in 2009.

Our Ultimate Objective—This Strategy is clear and precise in our ultimate objective: we will disrupt, dismantle, and ultimately defeat al-Qa’ida—its leadership core in the Afghanistan-Pakistan region, its affiliates and adherents to ensure the security of our citizens and interests.

Our Posture—We are at war.  We are waging a broad, sustained, integrated and relentless campaign that harnesses every element of American power to defeat al-Qa’ida.

Our Goals–To defeat al-Qa’ida, we are pursuing specific counterterrorism goals, including:

  • Protecting our homeland by constantly reducing our vulnerabilities and adapting and updating our defenses.
     
  • Disrupting, degrading, dismantling and defeating al-Qa’ida wherever it takes root.
     
  • Preventing terrorists from acquiring or developing weapons of mass destruction.
     
  • Eliminating the safehavens al-Qa’ida needs to train, plot and launch attacks against us.
     
  • Degrading links between al-Qa’ida, its affiliates and adherents. 
     
  • Countering al-Qa’ida ideology and its attempts to justify violence.
     
  • Depriving al-Qa’ida and its affiliates of their enabling means, including illicit financing, logistical support, and online communications.

Our Principles—Our pursuit of these goals is guided by several key principles, including:

  • Upholding core American values, including rule of law and the privacy, civil rights, and civil liberties of all Americans;
  • Harnessing every tool at our disposal, including intelligence, military, homeland security and law enforcement, and maximizing cooperation between communities;
  • Building partnerships to with international institutions and partners so that nations can take the fight to al-Qa’ida, its affiliates and adherents in their own countries;
  • Applying tools appropriately, recognizing that different threats in different regions demand different tools;
  • Building a culture of preparedness and resilience at home to prevent terrorist attacks and ensure we can quickly should an attack occur.

Devastating Blows Against Al-Qa’ida—guided by this Strategy, we have achieved significant progress against al-Qa’ida over the past two and a half years.

  • We have put al-Qa’ida under more pressure than at any time since 9/11, affecting its ability to attract new recruits and making it harder for al-Qa’ida to train and plot attacks.
  • Al-Qa’ida’s leadership ranks have been decimated, with more key leaders eliminated in rapid succession than at any time since 9/11. 
  • Virtually every major al-Qa’ida affiliate has lost its key leader or operational commander.
  • More than half of al-Qa’ida’s leadership has been eliminated, including Usama bin Laden 

“On a Path to Defeat”¬ —As President Obama stated in his June 22 remarks on our way forward in Afghanistan, “we have put al Qaeda on a path to defeat, and we will not relent until the job is done.”

  • Information seized from his compound reveals bin Laden’s concerns about al-Qa’ida’s long-term viability. 
  • Bin Laden clearly saw that al-Qa’ida is losing the larger battle for hearts and minds. 
  • Bin Laden knew that he had failed to portray America as being at war with Islam.
  • He knew that al-Qa’ida’s murder of so many innocent civilians, most of them Muslims, had deeply and perhaps permanently tarnished al-Qa’ida’s image in the world.

A Key Legal Victory for Health Care

Today, the Affordable Care Act, and the millions of Americans and small businesses benefitting from it scored another victory when the 6th Circuit Court of Appeals ruled that the law is constitutional. Today’s ruling in the case of Thomas More Law Center v. Obama is the first time an Appeals Court has ruled on the constitutionality of the law.

We’re gratified by today’s ruling, which came from judges appointed by Democratic and Republican Presidents who agreed that the law’s individual responsibility provision (sometimes called the minimum coverage provision) is constitutional. In today’s ruling, the court held that:

…the minimum coverage provision is a valid exercise of legislative power by Congress under the Commerce Clause…

Judge Martin also addressed the claim that the individual responsibility provision somehow regulates “inactivity.” He wrote:

Furthermore, far from regulating inactivity, the minimum coverage provision regulates individuals who are, in the aggregate, active in the health care market…The vast majority of individuals are active in the market for health care delivery because of two unique characteristics of this market: (1) virtually everyone requires health care services at some unpredictable point; and (2) individuals receive health care services regardless of ability to pay. Virtually everyone will need health care services at some point, including, in the aggregate, those without health insurance. Even dramatic attempts to protect one’s health and minimize the need for health care will not always be successful, and the health care market is characterized by unpredictable and unavoidable needs for care.

Judge Sutton agreed that the individual responsibility provision is constitutional and wrote:

In choosing how to regulate [people who choose to self-insure], Congress also did not exceed its power.

There are a number of cases regarding the Affordable Care Act that will continue to be heard in courts nationwide, and at the end of the day, we are confident the constitutionality of these landmark reforms will be upheld.   For more information about the individual responsibility provision, check out this post I wrote in May that outlines the importance of this provision.
